German ISPs to monitor volume and cap bandwidth
There are recent discussions in Germany: Triggered by biggest German telecommunications service provider volume caps shall be introduced for regular DSL internet contracts.I would like to keep an eye on this movement in this developing post. Especially interesting: what is the current status and which big telecom providers plan to introduce caps.

- Plans caps: YES
- Details: Cap depends on contract - if a user loads more than 75 to 400 GB per month, then the bandwidth gets reduced to 2 MBit/s
- Introduction planned: 01/2016

- Kabel Deutschland
- Already uses caps
- Details: If a user loads more than 10 GB per day, then the bandwidth for file sharing use cases (peer to peer file sharing and share hosting file sharing) will be reduced for the rest of the day to 100 KBit/s
- Introduction: currently the cap is in place with a daily allowance of 60 GB - the strict 10 GB rule will be rolled out soon

- Telefonica Germany - O2
- Plans caps: YES
- Details: For new DSL contracts starting 17/10/2013 in the O2 DSL All-in model - caps will be rolled out. If one uses more than 300 GB of data per month for 3 consecutive month then the cap will be switched on starting in the fourth month. The cap will reduce the speed to 2 MBit/s if more than 300 GB of data is used per month.

- Plans caps: unclear - There is a public statement by senior management: With the takeover of Kabel Deutschland the topic of capping must be handled for Vodafone customers as well
